2. I now transmit Ordinance No. 4 of 1857- "to regulate the importation and Storage of Gunpowder," and have every reason to hope that its provisions

which have been very carefully draughted, will be found effectual to meet the necessity of the case.
3. The Ordinance provides for the exclusive right of the Government to store all powder imported, and prohibits without permission the keeping of any greater quantity than 150 lbs on shore. The entire responsibility and expense is thus thrown on the Government and the Harbour Master is made the Chief Executive Officer for carrying out the provisions of the new Law.
